Why does Disney not used the extra space near Tomorrowland instead of changing rides?

There are a lot of old rides being replaced remodeled versions or with new rides like Frozen or GOGT, which is fine. However, shouldn't Disney be using the open space near Tomorrowland to build new rides or expand Tomorrowland and find a way to include them into the futuristic term. Moana ride can be a time machine ride back to fight a volcano or have new Tron coaster.

They have already announced that they are building a new Tron coaster...
