Why didn't Disney make plush versions of the other characters in Onward?

When Disney/Pixar released Onward I never have figured out why Disney made plush characters of Barley and Ian Lightfoot and the Manticore Mascot Wilden Lightfoot Blazey and the unicorn but not plush characters of Laurel Lightfoot Colt Bronco and Gaxton? Was it because Laurel Lightfoot and Colt Bronco had small roles in the movie but not enough popularity to make plush characters? Another thing I found shocking is that in the Mattel Onward plush set Dewdrop is featured but there was no Disney Store version of Dewdrop. I think it would be nice to have a Colt Bronco plush and a Laurel Lightfoot plush to complete my Onward plush set
