Who spreads the pixie dust?

My kids loved picking up what they called "pixie dust" off the ground at the MK. They are little metallic mickey cut outs and they are all over the ground if you look for them. Who spreads them out?

We've gotten "Pixie Dust" from the Fairy Godmother in the lobby of CRT at the castle. Also, they sprinkle (i.e. Dump) the stuff on your hair after a hair cut at the MK Barber shop.

That same "pixie dust" is sometimes on tables if you're celebrating a birthday and told the restaurant ahead of time.

This is most likely the pixie dust that is falling out of people's hair. You have it sprinkled in your hair at the barber shop. This is the first stop my DD wants to make.
