Who is the rarest character that you have met?

I think because it rotates so much it would be a tough one. Just based on above, last trip in January we met Launchpad, Queen of Hearts, Baloo, Bert with Mary, Evil Queen, Flik .... and about 40 more characters.

In the past which I would call rare now -

Quasimodo, Esmerelda, John Radcliffe, Meeko, Max, Meg, Big Al, Chicken Little, Jiminy Cricket, Bears from Bro Bear, Old Hag ....

Goofy's nephew Max in Epcot, who sort of appeared at random near the big fountain. Also, we've seen Brer Fox several places.

I've seen Horace Horsecollar (aka, "Male Clarabelle") on the train during the morning show, but never got to meet him.
 
Oh this is a fun thread!

In past years we met Rebecca with Baloo from TaleSpin, Robin Hood, Friar Tuck, Roger Rabbit, and Meeko.

Recently I think the rarest was Rabbit, and boy did I turn into a giggly little kid when I saw him - he's my favorite Winnie the Pooh character and I had never seen him.

Every time we go my DH says he hopes he'll randomly meet Don Karnage (villain from TaleSpin and basically his favorite character ever) I told him I don't think he was a thing even back in the early 90's haha!
 
I met several rare to WDW characters in DL that are not rare out there, so it's hard to say.
Meeko was one I met that I believe is not even common in DL. Or maybe it's that he signed our book but usually doesn't.
Also met Bert in DL. He was walking around the street teaching kids to walk like penguins.
Max was in DL but I believe he's a regular
Tarzan and Flik used to be rare but they recently were added to AK so I guess they aren't rare now

Hades
And my all time favorite....

Lucky the animatronic free moving dinosaur. I even have an autograph (he signs with his mouth).
 
We met sidka from brother bear and tweedle dum and tweedle dee at dl Paris and met Prince John from Robin Hood at Cafe mickey in Paris. We meg lotso huggin at epcot, although I'm not sure if he's rare or not.
