Who is the DVC reseller who guarantees you get it if you pay full list price?

Why would anyone want to pay full price!!? Despite what brokers tell you, price has nothing to do with ROFR. No one knows why Disney ROFRs contracts. We’ve never been ROFRed and we never paid full price— not anywhere near it.

Because the contract could be the perfect fit and the savings isn’t larger enough to hassle over a few $$?

I did that when I bought a BLT contract. Probably paid $10/point more than I should have but it was exactly what I wanted at the time and for $1k..100 point in my UY, it was worth it.

Because "full price" is an arbitrary number set by the seller. Imagine a seller lists a 200 point contract for $180 per point at ABC Villas. You offer them $165 and they accept. The next day, someone else lists an identical 200 point contract at ABC Villas for $165 per point. Your $165 offer on the first contract is, in essence, "full price" for the second contract. Or, they list at $160 and now your offer is above "full price".

Placing significantly reduced offers and still clearing ROFR can also mean that the original listed price was set too high to begin with, and "low balling" the list really just brought the price down to where it should have been anyway.
