Who can use CC water playground?

I see this in several pictures. It looks like a wooden deck with rope swings, slides, etc.. Is it available to all ages?

The playground is by the family beach. As for age restrictions, couls re-call seeing any. From what I could see the water is a little deep so the kids do need to know how to swim.
