Menus are completely customizable, so they don't necessarily match the per-person food and beverage minimum. You just have to spend $250 before tax and service charge on food and beverage for your event.
Now if you want a plated meal, the food and beverage minimums go way up at most locations. So it's cheaper to call it a dessert party and add heavy appetizers than call it a sit-down meal.
There are no Epcot-specific dinner menus anymore. There's just the global WDW event menu which, again, is totally customizable and just suggestions.
