Which Scooter companies can drop off and pick up at Disney Resorts?

I believe a year back or so there was talk of Disney changing it's policy and no longer allowing scooters to be left with luggage services for guests to pick up and drop off at the beginning and end of their trip.

Do you know if this change ever took place? If so, do you know what company(ies) are still able to drop off/pick up with luggage services?

My MIL has severe arthritis so to enjoy the parks it requires the use of a scooter. We have used Buena Vista in the past but I want to ensure they can still drop off and pick up there without actually connecting with the guest before ordering.

The FAQ sticky had details and recommendations by DISers for both preferred (may drop-off at bell services) and non-preferred ECV vendors. I believe there are 5 preferred - Apple and Buena Vista come to mind quickly - but there are many people who still like to rent from their favorite non-preferred vendors - Walkers and Randy pop to mind first.
