CBR is my favorite! CBR has a splash pad (pirate ship theme) for kids under 48 inches. And the main pool is zero entry. We first took my son there when he was 2.5 and he loved it! It is a large resort but he rode in the stroller so he didn't walk it.

I think another thing going for POFQ is the one bus stop! Yes, at certain "off" times you may share with POR, but that's very, very rare. Most of the time, it's get on the bus and go. I think the less time you have spend starting and stopping, starting and stopping on the bus, the better with a toddler. All the other resorts have multiple stops and you have to make the loop around.
