Which mail service is cheaper and reliable?

We are in the middle of an adoption right now. Our agency, which is in Virginia has us make a photo album, which is one way the birthmom can get to know us, and then choose us. I want to add a page to our album, to update it.
I already finished the page, and have it attached to the backing, so all our caseworker has to do it slide it into our book(well little more than that, since it's Creative Memories; meaning it's large).
So now I need to mail it to our agency. My question is does anyone know who would be cheaper to use??
1. Post Mail
2. Fed Ex
3. UPS
Whoever I deal with, I will have to buy the package from them, to support and protect the page, so that may factor in the price? Like does one ship cheaper, but thier boxes, etc are more? ANd who would you use?

USPS Priority Mail with Delivery Confirmation.

Boxes/envelopes & labels are free. Postage is $3.85 for 15 oz. or less. Delivery confirmation is somewhere around 50 cents. Shipping time averages around three business days, but can take more or less time. I sell a lot on eBay and it's the only service I use.
 
While the post office is cheaper, the lines at the post office are horrible - just go to Kinko's and do the Fed Ex, no lines but more money.
 
If it's a 12 x 12 page, it be be awkward to fit in a box - for USPS priority mail you'd have to use the largest flat box - so that will drive the price up. The box would still be free, however.
 

Depending on the destination, a priority box between weighing between one and two pounds will cost $3.90 to $5.90. The largest priority box weighs in at 7 ounces.

I think it's the best bargain out there.

The post office was closed, when I was able to get down there last night. We went down the 2 different mailing services one that works with UPS, the other with Fed Ex. We missed their pick ups, which is only once a day at 5. So I decided to wait till this morning to go to the post office, so it would have all morning, to start moving.
The store that was working with UPS, which was at Staples said he would charge me $5.00, so that 'he' could wrap it. Otherwise we could just do it, but then I would be charged for the box too. $$$ I'm assuming Fed Ex would work the same way. The Fed Ex store, we noticed the Fed Ex bubble envelopes weren't even big enough. :rolleyes: That place too is another "store" called Kinkos here and although they are open very late, there was only one guy in the working. And then he got a phone call, so we just left.
So I made it down to the Post Office this morning, and It only cost me $3.81! I was thinking it would be more. She did say it will be there by Monday. Now If I went with FedEx, it possible wouldn't get there till Tuesday, because of the late pick up.
