Which DVC resort would be best if you didn’t have a park pass?

I think the only boats running are from Fort Wilderness to the MK and WL to the MK.

PVB boats are supposed to start running when the monorail station gets shut down, if they haven't already.

It depends what your plans are. The three best resort for non park stays are AKV SSR or CCV/BRV. AKV and CCV/WL are great if you are planning on lounging at the resort, WL gives the option to take the boat to BLT to observe fireworks (if operating from TotW) and SSR has the ability to walk to DS. Those are my top three non park resorts
