I believe he said the guy has an FFL, so it's not under the table and the regulations there would be the same as at any gun shop. And yes, a background check is part of that. Where did they they weren't. I just can't imagine how people are comfortable with the idea of a neighbor having enough ammo and gun power to be able to sell it out of the house. IMO, that's just a ripe opportunity for disaster.
