where to activate AP when staying at BWI?

I almost positive you can activate it at the International Gateway

there is guest services/ticket booth before the IG so you can activate your AP there, or you can do it at DTD.

There's never a line at the guest services booth at the International Gateway, at least none we've ever seen. We always upgrade, purchase, activate, whatever you want, at this site. Very convenient when you're staying at an Epcot resort.
