where is the HOW TO Sticky?

trying to follow the rules - but can't find the HOW TO sticky.. as per this sticky: "Creative Boards Welcome (and some rules) - All MUST COMPLY - updated 9/6/2016"

The moderator has not been on the boards in months and she is the only one who can manage the stickys. So just jump in and post. The only real rule is not ask multiple designers for the SAME design. You can ask for designs from multiple designers but just not the same exact design as to not waste anyone's time. Other than that, either start a new thread asking for what you might like or simply post on a designers thread. Happy design hunting! And welcome!

(And it goes without saying that all design requests should be for your personal use and not to be sold. We sadly, have had some issues with that in the past)
