Where (&when) did the Debate Board go?

The information given at the time was that this board would take any "debate" type questions, but that it was expected to play nicer than had been the case on the debate board. That said I've seen some of what would be considered more "regular" community board fayre gone pretty sour in the "play nice" stakes.

I would love to see a debate board on here. Who should we post the question or request to to get one going or as it would appear to get it to return.
