Where are all these fast passes coming from?

Currently in the parks and constantly getting passed by people with Fast Passes. Where are they all coming from? Most are families with no wheelchairs, etc. Am I missing something?

And I think "recovery" passes, for when a ride breaks down and they let people come back later.

OP, no one has fastpasses, that line space is just being used for other purposes.

Yup, you hit them all!

Only other one is if a ride went down earlier in the day they are still giving out guest recovery FPs.

Many families using DAS do not use wheelchairs, as DAS is not intended for mobility issues. (Although some DAS users do utilize wheelchairs.) Our family looks totally “normal,” but we have DAS for one of our children. Just something to keep in mind.

You are missing the fact that many disabilities aren’t visible.

My daughter uses the DAS pass and we would go in through the FP line, no wheelchair, some disabilities you can't see. (Only use it when we are with her, not trying to take advantage and skip lines, it really is helpful for so many with disabilities and allows us to tour the parks in a way that is best for her needs)
