When is the best time to book

My DH always tells me that I book trips too early and he is afraid by doing that we are not getting the best deal. Sometimes I think he may be right. When do you think is the best time to book a trip? We are planning on going Sept. 21 thru the 29th. When should I book? Are there any discounts available at that time or "perks"? How do you find out if there are any specials deals?
