I dont think there is a specific time of year to purchase. They just run promotions when they want to sell.

Generally, it's whenever you have the cash to pay for it! That way you can join without financing. Going into debt for something like prepaid vacations wasn't something I would ever do.

There's no time of year where the deals are better, either.

Just don't buy a month or two away from a holiday that you want to use your points for. If you want to use points for Thanksgiving or Christmas time, you'll want to be an owner at least 10 months ahead of time. Unless you can convince your guide you won't buy unless you can use those points at your home resort for that holiday period. And even then, two or three months out is not going to get it either.

Disney doesn't run annual "sales" for DVC ownership. It is pretty much an ongoing thing, and in general the price over time goes up, not down.

Depending on how well a resort is selling and what else in on the slate for them, they may sweeten the deals with developer points and other incentives. But there isn't a particular time of year to look for that. And frankly, over the course of a 50 year contract those incentives aren't all that material to the decision.
