When is free dining plan this year?

My DH is under the impression that it is being offered in December 2008. I know it is going on in Sept 2008, but I hadn't heard about December. Is he just mistaken?

There is a Disney dining plan in December, but it isn't the "pay rack rate, get free dining" plan. That is being sold now, I believe, for vacations in August and September.
