Wheelchairs-How many can each bus hold?

I think I read that each Disney bus can hold 2 wheelchairs. Is there a spot where a 3rd wheelchair could be folded up if a person is able to stand and transfer to a regular seat?
 
Each bus has 2 wheelchair tie down spots. I did see driver let someone fold and hold a wheelchair in the very back of the bus when my 2 girls were in the tie downs.
 
if you want to do this - go through the regular line - not the wheelchair one.
 
I have seen manual wheelchairs folded on buses. The problem is when the person supposed holding the wheelchair decides to put it in the space in front of a wheelchair and then refuses to hold on to it. It is unsecured and can fall and hurt the person in the wheelchair that is tied down. Another downsided is that some decide to put it between seats and take up seats (as soon with double strollers do as well).
I refuse to allow one placed in front of my wheelchair for my own safety.
