I thought I knew what was supposed to happen on Oct 1st, but now I don't. It all depends on who you talk to or who you ask. The whole WC/ECV mainstreaming issue is in transition, so, sorry, I don't have a definitive answer for you. Maybe another driver has a better handle on it than I do.
If there is a ECV/WC around the rear area when I pull in, I load it first if I can do so safely. The circumstances on how it got there, don't know.
I would try the disabilities board. I'm sure they have threads on it.
If I see a chair or ECV buried in the queue, I try to get the folks in front of it to step out and let it pass, but that won't be practical if there are more than a dozen or so guests in front of it. I haven't run into that situation yet.
