What's up with the People Mover?

Why are the cars on the People Mover not all being used? We rode several times last week and there was an extended queue each time. But many of the cars weren't being fully utilized. Some had orange cones inside.

Anyone know what gives?

I read something a while ago if they have escalator going they limit the amount of people up the top just in case the ride breaks down then they don't get to many people jammed up the top. This slows the loading process

Whenever I see the cones it’s because the door won’t close on that car.
