What's the age at which a person is included in the headcount for a room?

i.e. does an infant count ( in a 1 BR could you have 4 people AND an infant)? does a 2 year old count?

I'm pretty sure it's under 3years does not count.

The stated occupancy limited for a 1Br is 4 persons and an infant under 3.

The maximum occupancy for the DVC 1 bedroom units (and most studios) is 4 plus a child under 3. There is a portable Pac N Play crib in the closet.
