When this happened to me in my former apartment, in my single-mom days, I marked "MOVED" on the envelopes, and gave them back to the mail carrier. The mail carrier is the one who told me what to write on there. He should have filed a change-of-address form. Some things cannot be forwarded, though. Perhaps the title is one of those things. In that case, it returns to sender. He'd then have to petition them to get it.
