What would be an average time..........

for Disney to accept or refuse a resale? Can they just sit on it for a long period of time or is there a set time they can hold it back? It's for SSR so I assume they would have enough in stock for themselves?

I can't tell you the average but It seems to be somewhere between 2 & 3 weeks. It is a common misperception that they only have 30 days, they have at least 30 days but up until closing if they so choose though I am not aware of them going over 30 days. The resale companies should have a lot more info and experience in this area.
