What to wear- attire options at the parks

I am planning a visit for August when it is hot and rainy.
I was hoping to wear shorts most days but am wondering how short is too short? Obviously I would not wear something that shows any of my butt (and wouldn't want to!) but some athletic (water proof, breathable) shorts are very short (eg: 3 inch inseam)
Would a short that short be allowed in the parks? Would there be anywhere that i would need to sit down where the back of my thighs would be touching a hot seat or something where i might want to consider more coverage on my upper legs?
I am just trying to stay cool but also wear something that will dry out quickly in the event of rain and also be easily covered by a poncho.
 
I should also point out that I am short (5'4) with pretty short legs so even shorter shorts tend to be a bit longer on me, if that makes sense
 
I pretty much always used to wear athletic shorts in the parks in summer. I'm 5'2", so the 3in. inseam isn't particularly short for me. I've seen real booty shorts on some people, so I wouldn't worry about an athletic short. Just avoid sitting on benches that are in direct sunlight and you'll be fine. I've personally switched mostly to bike shorts in the parks and they're a little longer so that's an option too if you're really worried.
 
Have you checked out running shorts or skorts? I found a couple moisture wicking options and the tighter underlayer shorts kind of stay put when you sit down which is nice.
I'm "travel sized" as well and wouldn't be too concerned about the inseam.
