If he likes Lego's what about a bigger lego set? I got my son the Lego Forest Police set and a Log Cabin creator set for them to protect. *I* really want the Mine but that is impossible to find and not spend a crazy amount!!
I personally am not really big on spending money just to spend money (if your older daughter sees the difference in price between other things, she'll probably see it in the scooters, too). Besides, it's not like Santa spends the money, right? He makes the toys (and apparently electronics now, too, lol).
