Anyone know when I can generally find Mary Poppins in the UK?

We've always seen her in the evening but if I were you I would ask when you get to the park and they'll be able to tell you.

Daily 12:00-2:55pm & 3:40-7:20pm
Characters from "Mary Poppins" appear intermittently.
Daily 12:40-1:25pm, 1:50-2:35pm & 2:55-3:40pm

Mary also sometimes appears on the Characters on Holiday Bus in Future World before World Showcase opens. Here are those times:

We've seen her twice in Fantasyland right next to Pinocchio's Village Haus right around lunch time. Granted, that's not Epcot, but thought it might help.
