What time of day are discounts pushed to the website?

I can not seem to find info on this so after looking, I decided to post and ask.

Does anyone know what time of day discounts are available to book online when they are released?

Is it 7am eastern like dining and FP+?

My experience in the past has been that at times I have been able to book a discount, online, as soon as 1 minute after midnight and other times they are not released until 1am or 2am or 7am or even later in the morning. We have no trips planned this year, so I have not been stalking the discount releases, recently.

Basically I would say it is whenever Disney can manage to get it out there.
