What time exactly can I make my dining reservations? Midnight or 6am?

My 180 day mark is on 5/11 (Wednesday). I heard that I can actually make my reservations tomorrow night at midnight EST (so 11pm cst my time). Is that correct? Is that all done online through My Disney Experience?

It is 6 am EST online and 7am EST to call in. Fastpasses can be made at midnight on your 60 day mark EST.
