I would never waste precious time waiting in the room for BS. Just take it down to BS yourself, so much faster.

We used to Wait. No way we take it to them ourselves on the way out.

Way back in the day, you could get your things together and call for Bell Services and then leave. All of your things would magically show up at your next resort. But it has been many years since you were able to do this. I didn't know about the Union thing. I was thinking that maybe guests complained that all of their things did not get transferred. If you are in the room, they put the number of bags they picked up on the tag that they give you.
