Clear solution. You need to recruit the older sister (can’t imagine it would be hard) and then you three girls start picking on the 7 year old boy. You could start making rules like boys always have to sit in the middle and girls by the windows.

This is the approach my daughters and wife use with me and it always works for them.

I hope they've gotten this settled in the last 10 years.

They're being awful because they know you now. Which means you get to treat them like your own kids. I would just turn around and say, "look you two are taking turns with these seats, and I don't want to hear another word about it".

OP's daughter is 17 now, probably in high school. Neighbor's daughter is about 20, not sure on the son, but probably about the same age as OP's daughter.
