This looks like the singing group from AA...I would bet that it's a pretty fixed group but I'm just guessing.

This is the voices of liberty. You audition for this! Look up disney auditions on google and you can find the website that tells you about the auditions!

That would be Voices of Liberty. They fall under Equity (CPs can not be part of Equity. You would have to audition after the CP was over).

Those are the Voices of Liberty. They actually aren't "characters" per-say. They are Equity singers!
You don't have to be in entertainment to try out for equity, in fact you don't even have to be a Disney cast member. But you do have to be an AMAZING performer! Equity cast members are cast members who have a specialized entertaiment talent. So if they sing, dance, play an instrument, act, etc. they are usually considered equity and have different rights then a standard "entertainment" performer.
You can find more information on auditioning to be equity at Disneyauditions.com although not all the casting calls are for equity performers!
My cousin auditioned for voices of liberty although he didn't get it. However, now he's traveling Europe with Disney Live so it all worked out in the end!
