It's kind of by the train teleporter that takes you to and from the Emporium, I think just to the left of it.

The mouse is in the Golden Horseshoe shop. The mouse in the picture is referring to the mice up on the balcony. The golden mouse itself, when I took the quest was just in front of the train teleporter. You could only see a part of it I think.
