What kind of room/DVC discounts do members get?

Hi I just read that DVC members get discounts when paying cash?? Is this true? for all WDW resorts or just DVC? thanks

DVC members can get a discount of 25% off the rack rate of rooms at the DVC resorts when MS makes them available. They are not always available.
