My wife and I have been around the world several times and tried practically every restaurant at Disney. It used to be King Stephans Banquet Hall before the change to character dining. Now we lean toward Mama Melrose or the French restaurant and Fulltons after dark :)

Victoria & Albert's - great atmosphere, impeccable service, minimal (almost no) children.

V&A would be the best. Very quiet and romantic. However, other options could be the Flying Fish (we sit at the counter), Citricos or Narcoossee's might also be nice.

We've tried the Cali Grill but thought it was too loud and there were too many kids to be very romantic.

Also, I haven't eaten there yet but I also hear Bistro de Paris is nice - which is upstairs from Chef's de France.

but have at Bistro de Paris and Narcossee but Narcoosee wasn't a good experience.

The restaurant that was in the Poly before O'hana was really great and so was Top of the World :)

California Grill (for food and ambiance and view), San Angel (for the ambiance)
Narcosse( for the food and ambiance)
