Yep, just go to GS. I usually go to the one outside the IG at Epcot. Rarely anyone in line there. You can also do it at ticket windows, I've done it at the ticket window in Epcot and AK. Used to they would apply the value of the ticket at the current time so if you bought it at a discount or at a time before prices went up, you still got the higher current price applied toward the cost of the AP. Not sure if they are still doing that.
Used to be you could use the ticket medium to get in and then upgrade, but the requirement for park reservations has made that more complicated. I don't know if they would do this for a new annual pass, but I was able to apply an unused 5 day hopper to a DVC annual pass renewal by calling member services this past Oct. Member services connected me to the ticket sales number and verified that I was a DVC member.
I had planned to go to guest services and do the renewal in person, but hurricane Ian canceled my trip in Sept.

If an annual pass was something you really want, I doubt I'd wait months for my trip to hope to turn my park tickets into an annual pass with their recent history of revoking APs. I'd suggest buying the AP and then see if you can do a future renewal with a credit from the tickets.
In 2020 before the shutdown I was able to do it over the phone with member services. And this was with tickets bought third party through undercover tourist. It’s worth at least calling and asking.
