What is the housing area at Flamingo Crossing

Went down Western Way to Flamingo Crossing to Hartzog Road. Couldn't go far as the road was closed. We turned around in what appeared to be "cast member housing"? But it was surrounded by fencing that made it look like a prison. What is this place? Why is it guarded like Fort Knox? Thankis.....

That's Flamingo Crossings Village, the new housing for College Program participants. It's being built in two sections: the East Village and the West Village. The last I heard, the East Village is complete and is currently renting, but the West Village is still under construction. That's probably why there's fencing around it.
