What is the dining plan?

Can someone please tell me in a nutshell what the dining plan is? And is it true that you have to pay rack rate at your resort if you want to do the dining plan? TIA

Each person in your party gets one table service, one counter service and one snack a day for the number of days you are staying. We are staying nine nights so we each get 9 TS , 9 CS and 9 snacks each. You can use your creidts as you like. For example you could use 3 Ts in one day if you would like but then you would only have 6 left ( per person ) for the rest of your stay.
Yes you have to pay rack rate, It was worth it for us because we are staying at a value and have no other discounts available to us.
Not sure on price of it because we are going when it is still free.
