What is the best way to make an International call and can calling cards be used on a cell phone? i have a sprint htc evo 4g Android 2.3.4 on a family data plan with 1500 anytime minutes. I am wanting to make calls to France. Will a calling card work without any additional costs added on to my monthly bill?

Yes. When you use a calling card you are dialing a local number so it's the same as if you were calling someone locally.
