What is concierge level?

There's a section where you have access to the concierge lounge. Food is served there during the day, and there are coctails also, in the evening (can save on DDP, but concierge itself is more expensive). You also have the use of concierge booking where concierge services will call and do your bookings for you. It's a nice service (used it myself) but takes a LOT of emails back and forth to get the "plan" tweaked to what you want. It helps to plan if you look on the Disney website calendar page to see what's going on the days you are there (which nights have which shows, which days are extra magic hours, etc.). This service can save you a lot of phone calls or putting your credit card in for the table reservations on the website. They also can get preferred seats, for things like Cirque or a place on the special Safari Tour at AK (that only has 8 seats available).

It's all nice, but it'll cost you, either in points or plenty of cash. I did it just for a one time hoorah, this past Fall.
 
The only DVC resort with concierge is AKV. It has it because it took over rooms on the sixth floor at the Jambo building which had the concierge lounge and some concierge rooms. There are only 5 2BR lock-offs (possible ten rooms total) that are DVC concierge rooms. They are virutually impossible to get if you are not an AKV owner and even AKV owners can have trouble reserving them 11 months out.

They differ from other DVC rooms:

1. They are the only rooms on the sixth floor of Jambo which are right above the lobby. Elsewhere Jambo is only five floors. They can have either a savanna or pool view and view is luck of the draw. The views are not that great and if what you actually want is savanna view you are advised to get savanna view rooms no concierge.

2. You get concierge rooms for the services not the view. You have daily room service and nightly turn down service. You have access to the concierge lounge where you can get foods and drinks (mostly finger foods) which do not cost extra except alcohol. You have your own check-in area and you can contact a manger at any time including before the trip who can make ressies, set up tours, etc for you. You also get access to the sunrise safari (but it costs extra and is expensive) which is available only to concierge guests.

Other DVC resorts don't have it both because none of the others involved taking over concierge level from a hotel and because Disney just has not put it in for DVC. Concierge is a rarity for a timeshare including because of the service cost involved (all AKV owners contribute via annual dues to the costs for the concierge room services and lounge at AKV even though most such owners never get concierge rooms)
 

What exactly is concierge level and why do some resorts have it and some not?

All the deluxe resorts have a concierge or club level. Timeshares, like drusba has already stated, don't usually have concierge levels.
