What if you try to upgrade/change resort AFTER free dining offer is over???

Just curious....

45 days out for our final payment would be mid August and well after the free dining promotion was over but that is around the time many rooms would open up too - say if you can't get into your favortie right now. Would disney let you upgrade or change your resort without getting rid of free dining before 45 days without penalty or do you only have until 7/2 to make a "final" resort choice, meaning no shot of upgrading???

I am thinking if there are only a certain number of rooms blocked, you probably can't.

To everyone and everything (if available) with the exception of myself.
That included upgrades adding days dropping days dropping rooms (I have two) ect ect. I MUST go

I am pretty sure they said it was two weeks prior in order to get full refunds.
