What exactly is velum?

Is it stickers that are clear. Velum paper? What is the best type of glue to use to hold it in place. I found some really nice velum corners I would like to put on the outside of a SB but not sure about the best glue. I have glue sticks, rubber cement glue, acid free, acid free spray (hate it!) plus double stick stickers.
Any help would be nice!

Well velum is frosty, kind of see-through paper, but I don't know what the best method is to attach velum corners to paper.

For adhering vellum I usually use my Xyron machine but I've also used a glue stick and as long as you are careful not to lay it on too thick, it's pretty invisible.
