There is no such thing as a bad rotation. SOme people feel strongly about being in Lumiere's on formal night. Parrot was nice on tropicali night. However, since we now have pirate night, no restaurant really has "perfect" theming.
DCL sets up the rotations so like aged children are together with one rotation for adults only/older kids. Of course, there may be other issues more important to you in making a dinner request. For instance, we always request our favorite server.
Personally, I think people worry too much about rotation. By the end of the cruise, you will have had the same menus, same experiences regardless of which rotation you are on. Now...figure out which night you want to "miss" in order to do Palo.
