What causes freezer burn?

My old freezer never did this, my new one has everything coated in ice pretty quickly. What causes this? Is it set to high? To low? Is something WRONG with it?

Moisture loss or ice crystals evaporating from the surface area of a product produce freezer burn. Freezer burn appears as a fuzzy, grayish-white spot on the food surface. Freezer burn is not harmful but it causes off-flavors and dries out and toughens food. It can be prevented by wrapping food in moisture-vapor-proof material and storing it for the recommended length of time.

I stayed in a Holiday Inn last night...... ;)

PS: Air inside a freezer bag also contributes to freezer burn.
 
I thought Freezer Burn was caused by stuff being frozen in bags with air?
