What are vouchers/ where do you get them?

I know this really sounds like a major stupid question, but what type of vouchers does everyone keep mentioning, and where would one find any? Is is something you get when you book a trip through a travel agency?
Sorry for the stupid question but I can't figure it out:confused:

Connections is where a lot of people buy them, you have to join to buy them $79.95 for a year, or there is a trial for 30 days. I just joined through Lillian Vernon, it's $8.50 a month. You can also get local restaurants like Olive Garden and Red Lobster, Toys R Us, Blockbuster and movie tickets at a discount. Works good for us because we buy a lot of gift certificates at Christmas. I will get some Q&C vouchers but they aren't enough of a savings in my opinion to join. My friend decided it would be easier to get them on Ebay...she only paid $13.50 each (instead of $11.50) and doesn't have the membership fee or the hassle of cancelling.
