Obviously the CMs try to place handicapped people there. But I've seen (apparently able-bodied) people come in last-minute, look around for a seat, and plop down, with no CM asking if they're disabled.
Is it a case of getting lucky/not getting caught? Or is it "the signs are to discourage people, in case we need the seats for disabled guests, but this close to showtime, we'll fill all the seats, whether or not the guests are disabled"?
I'm pretty sure the latecomers weren't directed to the seats by a CM. They looked kind of lost, looked a little hesitant to sit in the Reserved section, but then decided to give it a shot, and didn't get relocated.
