January and February are historically the time when things at DLR get work done to them if/as needed. This year was no exception. The reason for this, of course, is that crowd-wise, it's a slower time of the year.
The second week of February saw very low crowds. Park hours are shorter, accordingly. Weekdays, 8pm closing is pretty much the norm. (10am-8pm weekdays at DLR, 9am-9pm at DCA). Weekends, 11pm or midnight.
The things you need to keep in mind are:
Lower crowds means you can do more in less hours.
Various attractions could (will) be down for maintenance. A specific list of this year isn't really relevant because it varies year to year. The important thing to know is that this is the time of year when closures are at the highest.
Parades, fireworks, and Fantasmic can vary DRASTICALLY compared to the rest of the year (even to the point of non-existant)
February historically brings some rainy days to So. Cal.
Check the dates for Presidents' Weekend. It will be busy, busy, busy (and sometimes hits Valentine's Day).
The Week before V-day was low crowds, I was there! And then the weekend of V-day was busy!! in fact that sunday was very busy at both parks! and even near and around superbowl i don't think it was that busy..but the weekend of V-day was busy
