weather last wk of Jan/first wk of Feb

I am planning a trip for next Jan or Feb. I am down to deciding between the last week in Jan or the first week in Feb. Don't want to go later as that is President's Day week. Just wondering if there is a huge difference between the weather in those two weeks. Am use to WI winters, snow last Friday night, today to be mid-40's--this is why we live here right?!?!?!?!

Plan on fall-like conditions. It could be anywhere from 50 to 70 degrees.
