Hi!
I was just wondering if the WDW busses were strictly for WDW resort guests or if they were
"semi-public" and open to all WDW guests like the monorail and ferryboat.

Guests staying on-site get unlimited use just with their room keys. Anyone else, including those staying off-site, get unlimited use as long as they have a multi-day park pass (like a hopper).
 
According to Corey Sandler, author of the Econoguide travel books one of which is about Disney World, Disney has sold a "transportation pass", the price back in 1988 was $2.50.

So the only reason to kick you off the bus is to collect that measly sum of money from you.

So for all intents and purposes, unless it is "security paranoia day" or some resort's parking lot got overloaded by non-residents, anyone can ride anywhere. Of course, when folks with one day passes find they won't be able to do anything once they get to another park, next time they might buy hopper passes or maybe even annual passes. And day guests will have nothing to do once they get off a bus at a resort, other than buy gifts, eat in a restaurant, or enjoy the scenery perhaps to the point they will book a room there next time.
